Planning commission makes budget request

Next month, members of the Rogers City Council, along with city staff, will begin putting the pieces together for the 2004-05 budget. One suggestion council will consider during the annual April workshop sessions is a request of the planning commission for $15,000 to update the city?s comprehensive plan and zoning ordinances. Monday?s meeting of the planning commission was to formulate budget suggestions to forward to council before the budget meetings begin.

City manager John Bruning, who serves on the planning commission, said the city is required to provide updates every five years. The last update was in 1997.

?GIVEN THE rezoning requests (the last year), and some of the recent construction changes,? said Bruning, ?it?s appropriate not only for statutory requirements,

but because of the changes here.? The city manager is optimistic that both updates could take only a year, especially with the work that?s already been done with the recently-completed recreation plan update. That in itself should keep costs down.

?It depends on what needs to be done,? said Bruning. ?Some of that stuff will be minimal with the demographic information that?s just recently been done. So there?s nothing that?s going to be required other than compiling the information and including it in the comprehensive plan.? Bruning came up with two preliminary estimates with a price range of $15,000 to $25,000.

?WE DON?T necessarily have to have a pinned-downed price, but we need something to put in the budget, if we are going pursue that,? said Bruning, who talked with consultants Ken Dettloff and Fran Brink of Wade Trim. Wade Trim of Indian River worked on the recreation plan and provided the lower estimate. ?Things that need to be thought through and assembled are going to take more time, so that would add up,? said Bruning. Map adjustments could be potentially expensive, but Bruning still believes cost should ?be on the lower end…because of the work that?s been done. We are not recreating it from scratch. We?re updating it.?
