MINUTES OF THE REGULAR MEETING OF THE ROGERS CITY CITY COUNCIL

HELD IN COUNCIL CHAMBERS ON APRIL 21, 2015

 

Mayor Sobeck called the meeting to order at 7 p.m.

ROLL CALL:  Adair, Bielas, McLennan, Nowak, and Sobeck.

 

APPROVAL OF  MINUTES

McLennan/Adair, that the minutes of the Regular Council Meeting of April 7, 2015 be approved as written.

ROLL CALL: Ayes – All, the motion carried.

CITY CLERK’S REPORT:

CHECK AND INVOICE APPROVAL:

Nowak/Bielas, that the following total fund expenditures be recognized as payments made and payments to be made, in the amount of $146,171.33 and the Mayor authorized to sign the check register.

ROLL CALL: Ayes – All, the motion carried.

MAYOR:

RESOLUTION NO. 2015-41    

A motion was made by Council Member McLennan, seconded by Council Member Nowak, to appoint David Vogelheim to the Zoning Board of Appeals with the term to expire April of 2018.

ROLL CALL: Ayes – All, the motion carried.

NEW BUSINESS:

FY2015-2016 BUDGET

RESOLUTION NO. 2015-42

Adair/Nowak, to eliminate the Perpetual Care fund in the FY2015/2016 budget.

ROLL CALL:  Ayes – All, the motion carried.

MARINA IMPROVEMENTS

RESOLUTION NO. 2015-43   

Bielas/Adair, to approve the painting of the railing and sheeting at the marina in FY2014/2015.

ROLL CALL:  Ayes – All, the motion carried.

WEB SITE

RESOLUTION NO. 2015-44   

Nowak/Adair, to approve a contract with Alexa Donakowski for improvement of the City’s Web site in accordance with the terms of the proposal included in the meeting packet.

NAUTICAL FESTIVAL REQUEST

RESOLUTION NO. 2015-45

Nowak/McLennan, to approve the request from the Nautical Festival Committee as follows:

1. Permission to hold the Nautical City Festival from  August 4th through August 9th at Lakeside Park.

2. Permission to close Lake Street from Ontario to Michigan and Michigan and Erie from First Street to Lake     Street for the entirety of the Nautical Festival.

3. City to obtain necessary permits for the Festival parades.

4. “NO PARKING” signs on Third Street on Sunday, August 9th from Woodward Avenue to Huron Avenue.  Handicapped parking to be on east side of Third Street from Woodward to Ontario.

5. Provide Police protection where required.

6. Obtain Police and Fire Chief approval for the shooting of fireworks.

7. Permission to leave beer truck at tent area. Truck will be locked at all times.

8. Pavilion restrooms open for the public from 9 a.m. to 7 p.m.  The Festival Committee will have a contract for cleaning the pavilion bathrooms.

9. If the fireworks are cancelled, they will be held the Saturday following the Festival.

10. Request the use of the Sports Park (the Hole) and the Little League Fields for the Presque Isle County Men’s & Women’s Slow Pitch Softball Tournament on Saturday and Sunday, August 8th and 9th.

11. Request that any concessions/vendors that request permits to operate during the Festival week must also have a signed contract with the Nautical Festival Committee to operate. (Pertains to City properties only).

12. Permission to place up to an 80’ x 270’ tent on the Marina parking lot.  The tent company to put stakes in the asphalt and plug holes when stakes are removed.

13. City Band to play at Lakeside Park band shell on Tuesday, August 4th from 7- 8:30 p.m.

14. Permission to use Westminster Park for a Flea Market.

15. Permission to use the band shell when necessary during the Festival.

16. Permission to use the portable band shell when necessary during the Festival.

17. Request Handicap Parking signs at North end of Courthouse Square on Huron for the Arts & Crafts Show Thursday, August 6th through Sunday, August 9th.

18. City to pick up bagged garbage and broken down boxes at curbside each day during the Arts & Crafts Show.

19. The Festival Committee requests the City of Rogers City limit the parking at the Marina parking lot to vehicles with boats, holders of seasonal slip permits, handicapped people, and Festival Committee members.

20. City to waive the “No Animals in Lakeside Park” Ordinance for two hours prior and two hours after Pet Show.

21. School parking lot to be allowed for self-contained camper use by crafters participants only.  (No softball players will be allowed).  Permit only.

22. Permission for Festival Committee to use “Gaters” on Sunday, August 9, 2015 for the Grand Parade.

23. Permission to use Trout River Park on Thursday, August 6, 2015 for an outdoor Yoga Event.

SWAN BAY ENERGY

RESOLUTION NO. 2015-46    

Bielas/Adair:

WHEREAS, Swan Bay Energy, LLC intends to apply for grant dollars to finance the Rogers City Renewable Energy Project, a large wind farm in the greater Rogers City area, and;

WHEREAS, Swan Bay Energy, LLC anticipates that this wind farm will generate annually in excess of 450,000 MW hours of renewable, c

lean electricity, and;

WHEREAS, Swan Bay Energy, LLC further anticipates that the wind farm will create up to 12 full-time permanent jobs and inject more than $50 million into the area economy during construction;

THEREFORE BE IT RESOLVED, that the Rogers City Council supports Swan Bay Energy, LLC’s application for funding that will help make the Rogers City Renewable Energy Project a reality.
