Condensed Minutes
May 4, 2015
The regular meeting of the Board of Road Commissioners for Presque Isle County was held at the Road Commission office at 657 South Bradley, Rogers City, Michigan. Chairman Ronald Bischer called the meeting to order at 8:30 a.m.
Board Members Present: Ronald Bischer, Thomas Catalano, Charles Rhode.
Also Present: Supt/Mgr. Smigelski, Clerk Wirgau
Visitors:Three.
Minutes:
A motion was approved to accept minutes from April 20, 2015 meeting as presented.
Ayes: All.
Accounts Payable:
Motion by Rhode (Catalano) to approve the accounts payable in the amount of $53,079.51.
Ayes: Catalano, Rhode, Bischer.
Supt./Mgr Report:
• Supt./Mgr received notice of the committee appointments from the County Road Association of Michigan. Chairman Bischer is on the 2015-16 Commissioners’ committee and Clerk Wirgau is an alternate on the Finance and Human Resource Committee.
• Seasonal weight restrictions were lifted on Friday, May 1, 2015.
• Crews have been blading, including shoulders and country curbs in some areas.
• Supt./Mgr has requested reimbursement for local PASER ratings on hard surface roads.
• As a part of a 10-year review the Supt./Mgr will be attending a National Functional Classification Road Map workshop next Monday.
• Supt./Mgr discussed a Freedom of Information Act request received.
• Supt./Mgr informed the Board of the passing away of two long time Road Commissioners’, Don Spray (Cheboygan) and Don Holt (Chippewa).
9:00 a.m.
A bid opening was conducted for seasonal bid items, with all bids being accepted and the Supt./Mgr authorized to purchase in the best interest of the Road Commission.
Visitors:
The Municipal Employees’ Retirement System of Michigan Regional Manager presented information to the Board regarding options to reduce unfunded liability and other pension options available.
The Allis Township Supervisor appeared before the Board to discuss issues within Allis Township.
Unfinished Business:
The County Road Engineer updated the Board on the status of the 489 Bridge reconstruction project. The final construction estimate of 2.1 million is 40 percent more than the 1.5 million originally allocated. MDOT has released additional funding up to 1.8 million leaving a budget deficit of approximately $300,000. A plan change eliminating part-width construction would reduce cost by 25 percent and allow the projec
New Business:
Resolution 2015-2 was adopted acknowledging the retirement of Danny Wenzel and commending him for thirty years of public service.
A motion was approved authorizing Supt./Mgr and Commissioners to attend the UP Road Builder’s meeting June 10-11, 2015 at Sault Ste Marie.
The next meeting dates for the Board of Road Commissioners will be on Monday, May 18, 2015 at 8:30 a.m. and Monday, June 1, 2015 at 8:30 a.m.
There being no further business it was moved by Catalano (Rhode) to adjourn the meeting at 11:30 a.m.
